NHF Refund: How to Claim Your Contributions from FMBN

If NHF has appeared on your payslip throughout your working life, you may have wondered what happens to those deductions when you retire.

The National Housing Fund (NHF) is administered by the Federal Mortgage Bank of Nigeria (FMBN). Under the NHF framework, eligible contributors can receive a refund of their contributions when they meet the applicable conditions. FMBN also provides a process for contributors to verify their records and apply for refunds.

For someone who has spent decades in public service, this can be worth checking.

However, there are several misconceptions about NHF refunds. You do not simply become eligible because you turned 50, and the exact amount you will receive cannot be reliably estimated from years of service alone. Your FMBN contribution record determines this.

Here is what you need to know.

What is an NHF contribution?

The National Housing Fund was established under the National Housing Fund Act of 1992 to mobilise funds for affordable housing in Nigeria. The Act provides for deductions from workers’ basic salaries for the Fund. Federal Mortgage Bank of Nigeria

The NHF contribution is generally 2.5% of basic salary for covered contributors.

So, for example, if a worker’s basic salary is ₦100,000, the monthly NHF deduction would be:

₦100,000 × 2.5% = ₦2,500

The important point is that NHF deductions are recorded as contributions to the Fund administered by FMBN.

Can you get your NHF contributions back after retirement?

Yes, eligible contributors can apply for a refund.

Section 17 of the NHF Act provides for a refund to a contributor who has not obtained an NHF housing loan and who has either:

  • attained 60 years of age, or
  • retired from employment and become incapable of continuing contributions under the scheme.

The Act provides for the refund within three months of application, at the interest rate prescribed by the Minister.

FMBN’s published service charter also lists contributors who have attained 60 years or completed 35 years in service, as well as certain retirees who can no longer continue contributing.

What about the often-mentioned 2% interest?

You will often see NHF information stating that refunds are paid with 2% interest. FMBN-related material and a Nigerian court judgment have also referred to refunds plus 2% interest. NIDCOM

However, the text of Section 17 itself does not state “2%”; it says the refund is made at the rate of interest prescribed by the Minister. Therefore, it is safer to check your current FMBN statement and refund calculation rather than promise a specific amount in advance.

What if I don’t want Interest?

For Muslims who out of religious conviction do not want to take the interest accrued, there is presently no official allowance for that. However, it is advised that you seek the opinions of a qualified Muslim scholar on this issue.

NHF refund is not automatic

This is one of the most important things retirees should understand.

Being eligible for a refund does not mean the money will automatically appear in your bank account.

You need to apply to FMBN and satisfy its documentation and verification requirements.

How to check your NHF contribution balance

Before applying for a refund, it makes sense to establish exactly what FMBN has recorded under your name.

1. Check your FMBN records

FMBN says its branch offices can produce statements of account for Federal Government workers.

Take your relevant identification and employment details to an FMBN office and request your NHF Statement of Account.

Depending on your circumstances, useful information may include:

  • NHF number
  • Staff or service number
  • IPPIS number
  • Name as it appears on your employment records
  • Date of birth
  • Employer details
  • Evidence of previous NHF deductions

2. Use the FMBN contributor portal

If your information is incomplete or incorrect, resolve the problem before submitting a refund application where possible.

A mismatch in names, staff numbers, dates or contribution records can create additional verification work.

What documents do you need for an NHF refund?

The exact documents required can depend on the contributor’s circumstances.

  • Application letter requesting the refund
  • Letter of offer of appointment
  • Retirement letter
  • Letter of introduction from the former employer
  • Birth certificate or declaration of age
  • Completed NHF contribution withdrawal forms
  • NHF passbook
  • Bank account details
  • Medical report where incapacity to continue contributing is the basis for the claim
  • Letter of Administration and death certificate for a deceased contributor
  • Evidence of contribution for self-employed contributors

For a recently retired public servant, it is therefore sensible to have your retirement documentation, valid identification, bank details and relevant employment/NHF records available.

Do not assume that every document listed online will apply to your particular case. FMBN may request additional documentation during verification.

What if your NHF deductions were made but are missing from your record?

This is an important issue.

So if your payslips show NHF deductions but your FMBN statement does not reflect some of them, do not simply assume the money has been lost.

Keep evidence such as:

  • old payslips;
  • salary records;
  • appointment records;
  • staff/service number;
  • IPPIS information;
  • retirement documents; and
  • any previous NHF statements or passbook entries.

Take the discrepancy to FMBN and, where necessary, your former employer’s relevant payroll or administrative department.

How much can you receive from an NHF refund?

There is no single standard NHF refund amount.

It depends on factors including:

  • how much was actually deducted and remitted;
  • your basic salary over the contribution period;
  • the number of months for which contributions were recorded;
  • accrued interest;
  • whether there were gaps in contributions; and
  • whether you previously obtained an NHF loan.

For example, someone whose basic salary was ₦35,000 throughout 25 years would have a simple contribution principal of:

₦35,000 × 2.5% × 12 × 25 = ₦262,500

That is only the contribution principal under the simplified assumption that the basic salary remained ₦35,000 throughout. It is not a prediction of the final refund.

Actual FMBN records and the applicable interest calculation determine the amount payable.

What if you took an NHF loan?

This is another reason not to calculate your refund simply by multiplying your final salary by the number of years worked.

The NHF Act specifically refers to contributors who have not obtained a housing loan from the Bank in the basic refund provision. FMBN’s refund guidance also sets out a separate situation involving contributors who obtained a loan and have subsequently liquidated it before meeting the relevant refund conditions. If you previously used the NHF scheme for a housing loan, ask FMBN for your current statement and refund position.

How long does an NHF refund take?

FMBN’s published Service Charter states a timeline of 90 days from receipt of the application, subject to the applicant meeting the required conditions and providing the necessary documentation.

That means the frequently repeated claim that every refund will arrive within exactly 30–90 days should not be treated as a guarantee.

Incomplete records or documentation can affect processing.

If your application has exceeded the stated timeframe, contact FMBN using its official customer-service channels and quote your application details.

Is there a fee for an NHF refund?

FMBN’s published service charter lists the NHF refund service as having no fee.

Be particularly careful if someone approaches you claiming that an unofficial payment is required to “release”, “fast-track” or “approve” your NHF refund.

FMBN itself currently carries warnings about fraudsters posing as NHF facilitation officers.

Use FMBN’s official channels rather than handing your money or sensitive banking information to an intermediary.

What happens if the NHF contributor dies?

FMBN’s published refund requirements make provision for refunds involving deceased contributors. Its service charter lists a Letter of Administration and Death Certificate among the documentation for such cases.

The process can therefore involve the deceased contributor’s estate and legally recognised representatives. It should not be assumed that simply presenting a death certificate will be enough.

Do you have to travel to Abuja?

Not necessarily.

FMBN operates branch offices, and its published information indicates that Federal workers can obtain statements through FMBN branch offices.

Before you begin, put together:
